Deloitte created EzyReg mobile which lets you manage your South Australian vehicle registration through your iPhone. You can securely pay your registration renewal and check on the registration status of any vehicle registered in South Australia (this is very important as it is the driver’s responsibility to ensure the vehicle is registered before driving). EzyReg mobile stores a history of payments made through the app and can also locate Service SA outlets and other registration and licensing services.

Project Brief

With responsibility for the online delivery of government information and services in South Australia, the eGovernment group in the Department for Transport, Energy and Infrastructure is recognised internationally as a leader in transformational government.

Changes to South Australian Government business operations, including the high customer impact elimination of registration labels for light vehicles, caused them to consider opportunities for innovative service delivery.

Deloitte Online worked closely with eGovernment to design an iPhone application called EzyReg, which provides easy access to regularly used vehicle registration services. A critical success factor of EzyReg was the need to provide real time credit card payments on the phone to allow quick and easy renewal of vehicle registrations.

Benefits include:
• The ability to process real time secure payments with a government agency to register a vehicle.
• The ability to check the status of vehicle registration.
• Alignment with the government’s recent legislative changes that state vehicle registration labels are no longer required to be provided, while still providing an easy way to check vehicle registration status through the use of mobile technology.
• Facilitates reform in service delivery and responds to demands for increased access to the services.

Project Innovation / Need

For government, legislative changes were a key to this project. Vehicle registration stickers would no longer be required to be displayed on vehicles. Where previously they were visual cues for the policing of registration, they were no longer used by police and only by vehicle owners and drivers. Therefore, a new way of providing this information was required.

Reform in government service delivery is also always at the forefront of a project like this. How can services be delivered faster and cheaper without impacting service quality. Mobile technology is becoming pervasive across all sectors of the community. Speaking to the community, this was an obvious choice for a service delivery platform.

The EzyReg iPhone application is the first of its type for an Australian government agency, providing real time vehicle registrations and registration lookups from a purpose-built mobile application.

- Direct integration with government Registration and Licensing system
- Uses existing Smartphone technology to deliver full range of vehicle registration services
- Whilst mobile is outside scope for PCI-DSS v2.0 compliance, it was designed with PCI-DSS compliance in mind.

User Experience

To make use of modern mobile features and improve usability, a barcode scanning option is included in the application. Using the phone’s camera feature, users can pre-load vehicle and client information by simply scanning the barcode on the renewal notice. Options for manual entry are also included for those without their bill or a suitably equipped phone.

Simplification of the functionality available, we took the online functions and simplified it down to a three-step process. In addition we allow users to store information within the application which reduces the number of workflow steps for future uses, i.e. we can store the licence and registration details.

Direct integration with the government’s registration and licensing API ensures that a vehicle is registered and able to be driven as soon as the payment is sent from the phone.

Project Marketing

A link to the application was included on the newly formatted vehicle registration renewal notice that went out to customers, showing the app as a new method of payment. This was sent out to over 1million registered vehicle owners.

A print media campaign was also carried out with a press release sent out to journalists and an advertising campaign carried out in the local newspapers.

In addition Deloitte assisted through an active twitter marketing campaign. This assisted in having the application initially listed in the New & Noteworthy applications list as well as a Top 10 Utility application. Through these promotional efforts, it achieved Staff Favourites listing as well and continues to be listed as a What’s Hot Utility.
